Normally, I create a directory only for bugzilla (you can name it
/usr/bugzilla), and configure it in the webserver.

Just an update on the bugzilla install - I'm still working on the 
problem.  It relates to the way the departmental webserver is configured 
- the webspace filesystem is mounted as read-only by the webserver 
machine (for security reasons I expect), but bugzilla expects (the httpd 
user) to have write access.  I've logged a request with the bugzilla 
folks, and will see what happens.
