Typically the way you would import a new package into uClinux dist would
be to run the ./configure script with options matching the end result as
closely as possible. Then, you hand edit the Makefile as necessary to
bring it into line with the uClinux-dist way of doing things.
If it doesn't use a GNU-style configure script, then just hack on the
Makefile directly. You can use the other Makefiles in the /user subtree
as a guide for how it's done.

I'm sure it's possible, but you will certainly be the first to do it for
microblaze. If you can find an existing uClinux-dist-ified picogui
configuration it should be pretty easy.
