Are you interested in doing this under uClinux, or is a custom / 
bare-metal app?  If Linux is your goal, I'd suggest you find another 
linux-2.4.x target that does clock scaling (some of the ARMs maybe?), 
and see how they did it.  It would be a nice thing to support in 
Microblaze, I'd certainly be happy to assist in the effort.
