Sorry to reply such a old message.

Atmark Techno has been shipping a network ready jtag downloader based
on Microblaze uClinux.  it's called JTAG-Blazer.

We just released new version of it, which now supports Altera devices
with SVF file, in addition to Xilinx devices.
