You could connect the S_Exists signal from the FSL slave interface (the 
microblaze side) to the microblaze's interrupt controller, and treat it 
as a level sensitive interrupt.  This would generate interrupts to 
microblaze whenever there was any data in the FSL channel.

For a low data-rate device like your keyboard, it wouldn't be too 
inefficient.
