I see this on occasion, with the xilinx emac conencting to a broadcom
PHY on the ml401 boards. However, the worst it gets is sometimes
toggling once or twice on bootup, then settling down. Certainly not an
ongoing thing.
It might be flakey hardware, or bad timing settings in the XEMAC
hardware parameters that govern its communications with the PHY.
