This one is probably my fault, for a short time the new (EDK6.3-based) 
mb-gcc toolchain did not include the genromfs binary.  I updated it a 
few days later but you might have grabbed the genromfs-lacking package 
in the meantime.

Double check that your paths and everything are correct (ie pointing to 
the custom mb-gcc) and see if the genromfs tool is there, otherwise just 
grab the toolchain package again and all should be well.

I'll be away from the office for a few days, but I'm sure if you ask 
here, someone can just email you the genromfs binary if you'd prefer not 
to download the 12MB toolchain again.
