A few questions to open up the points you make below:

The webserver on the ML402 - What is going wrong and what have you tried?

You mention that the USB programming tool does not work.  Could you clarify?  
What have you tried?  What messages do you get?

Impact - What exactly is going wrong?  Or is this related to the previous 
point?

What kind of error messages do you get when you delete a core using add/edit
cores?

If you could answer me these questions, attaching files if required,
specifying the tool versions, and what OS your PC is running, I shall 
ensure that we address these issues with you.

If you prefer, we can do this offline - and report back the results.

Today I received a rather disturbing confirmation from Xilinx that   
the PPC reference design associated with Xilinx's ML403 ISE and EDK  
7.01 are broken.

So, as far as I'm concerned ISE & EDK 7.01 are also broken.  What's  
that old movie where the guy yells out a window, "I'm mad as hell and  
I'm not going to take it anymore"? Google says, "Network".

The point is that all to frequently engineers are reluctant to say or  
admit that they are having a problem because they may think that it  
is "them". They don't want to admit they are an idiot. More to the  
point, the thinking goes, it can't possibly be the tool, my tools  
vendor would never betray the trust I've given them by buying their  
product, etc.. it must be me. etc. etc. And so they struggle, and  
time slips away, finally after days of frustration, they give in to  
their own feeling of inadequacy and proffer a question via some  
forum, like this one in hopes that an answer will be provided.

So, just to set the record straight, I'll say it to the world, to all  
of you out there. "I'm an idiot".  However, I'm not as big an idiot  
as the Xilinx product managers who shipped product before it was  
tested and proven to be completely and totally functional.

So, given my previous disclaimer

The webserver example in the ML402 reference design doesn't work.
The USB programming tool doesn't work
Won't someone please tell me how to make the Insight play nice?
And I'm supposed to make sense of the completely incomprehensible  
error messages that I receive when I delete a core using add/edit cores?

My local Diste, that's distribution as in Avnet and Memec tell me  
that Xilinx has changed their service model and placed more  
responsibility upon the local reps to provide answers to specific  
questions. Great. That would be fine if their code actually worked.

The point of this note simple. Don't trust your tools. It's not you.  
Be more vocal about your specific problems and things that don't seem  
right. Otherwise we're all toast!
