I've also seen that email some time ago, you can look at the message

Andrew give access to it VGA design in VHDL as well as patch to the kernel.

I've not yet experiment it, we have ported the IP VHA/LCD from Opencores 
(http://www.opencores.org).
At this time we have kept the Whisbone interface with the IP, it should be 
modified to use OPB interface to be connected to Mircroblaze. We have no patch 
available for the kernel at this time.

For information the ML403 board from xilinx comes with a free IP opb_tft_cntrl 
(in Verilog) wich can drive VGA.
