Hi there,
The PHY chip should start negotiating the link when you plug the cable 
back, what's the state of the link led?
try
 >ifconfig eth0 down
and then run
 >ifconfig eth0  your_ip
this should force the PHY to renegotiate if it's not in autonegotiate 
mode by default.

no, it's not, this should happen only after a couple of hours (~8 hours 
at 100Mhz)
my sytem is restoring the link imediately (1 sec max)
