menuconfig is looking for native ncurses libraries, on your development
machine.  So, to use the menuconfig tools (as distinct from plain old
config, which is a scrolling text interface), you'll need to get the
ncurses libraries installed on your VMware machine.

There is a copy of ncurses sources down inside glibc, but that's
intended for the cross-development.

You may also be able to use xconfig (make xconfig).
