From uClinux-dist directory, something like

$ patch -p0 << bridge-utils.patch

It's generally a good idea to use the --dry-run option to patch the
first time, make sure you've got the right patch level (-p param).

Nope - I think the SnapGear guys were planning one late last year or
early January, but that seems to have slipped.
