I don't use a boot loader but rather allow the ace file to load both the
FPGA bit file and then the image.bin into memory. The XUPV2P design
explains how to do that. Have you tried that? It seems that the sysace
driver is particular in how exactly it gets used and the intermediate
states it finds itself in.
Also, make sure you've formated the CF disk with "mkdosfs".
