Yes, you were right, the BIOS had parallel port mode set to SPP.
After changing this to ECP, I seem to get a proper ECP base address:
...
Connecting to cable (Parallel Port - LPT1).
Checking cable driver.
Driver windrvr6.sys version = 7.0.0.0. LPT base address = 0378h.
ECP base address = 0778h.
Cable connection established.
...
However, that didn't change anything regarding the download
speed. And I've tried setting the cable frequency manually
and several other options, but nothing helps. It still takes
too much time. Could the problem be with the cable driver?

The bitstream download takes 37 seconds.
