No specific reason - typically the memory just ends up where BSB puts it.
The ML401 reference design is actually derived from one that was
hand-created at Xilinx, not using BSB. That's why it's different from
the rest.
Is there any specific benefit you would see in having the memory maps
the same (subject to memory size and peripheral set differences of course)?
