Yes. You can do it either way. Perhaps not apt-get, but there are ways with
(t)ftp-ing host-built binaries to your running target system.

Check out software/petalinux-dist/Documentation/Adding-User-Apps-HOWTO. But since
this is petalinux (!) you might also check out software/user-apps/README. DOn't
forget to read software/petalinux-dist/README.
