You have to load bitsream to FPGA with impact. It seems to me you have different
hw in your board -> maybe in prom on board. You can program your prom with
download.bit. I am 99.9% sure that this bistream contains mdm periphery.
When you load bitstream to FPGA you should see FS-BOOT prompt. Do you see it?
If yes, you should be able to connect via xmd to board.
