The patch is just at the bottom of that page, jsut scroll down and
you'll find it.
However, that is unlikely to be the problem, that fix has been in the
standard petalinux uboot sources for a long time, if you are using
anything obtained recently it is already there.
It is more likely to be a problem with your workstation TFTP server
configuration, or something else related to your local network setup.
Have you confirmed that TFTP is working on your machine? There are
many many web sites about it - that should be your first step.
