She compares the design of systems for computer supported cooperative work across two cultures - one in Japan and the other in Scandinavia - two national cultures but she emphasizes that organizational and professional beliefs, values, and norms are also essential elements in fixing the design of the product. She shows how both design teams drew upon particular cultural values as resources in the design process. She introduces the notion of "cultural frame", expanding on the idea of "technological frame" ( of Bijker and Law ) and "frame of meaning" ( of Collins and Pinch ) to ground her ethnographic studies. An excellent summary of different meanings of, and different perspectives on, culture precedes her report on her design teams’ activities.
